The 4th Meeting of the Lebanese National Steering Committee

On 08.07.2021 the 4th meeting of the National Steering Committee (NSC) of the MADAD-RSCP programme was held at the Radisson Blu Hotel (Verdun/Beirut), attended by representatives of the Delegation of the European Union in Lebanon, of the Lebanese Ministry of Interior and Municipalities (MoIM) as well as Ministry of Social Affairs (MoSA), and – as observers – colleagues in charge for other programmes (MERF and MASAR) funded through the EUTF MADAD, in addition to the AICS Directress and the Technical Secretariat of the Programme.

Representatives of the federations of Municipalities interested by the infrastructure projects executed within the Programme were invited to illustrate the results of the initiatives and the positive outcome for the inhabitants of their territory, namely the Union of Municipalities of Southern Suburbs of Beirut for Ouzai’s project that consists in a primary collector of rainwater to mitigate the phenomenon of flooding in the urbanized area; Union of Municipalities of Jbeil for Qartaba’s project, i.e. the execution of a roughly 4 km network of road side channels for the collection and drainage of rainwater; and Union of Municipalities of Upper West and Shahar for Ainab’s project through which the construction of almost 500 street lighting systems powered by solar energy was implemented.

The representatives of the MoSA then illustrated the procedures and methodologies adopted within the program for the transparent and fair selection of the beneficiaries of the cash for work initiatives, one of the added values ​​of the MADAD-RSCP program and of the collaboration between AICS and the Lebanese central Authorities.

Despite the difficulties that the Country is facing (lack of fuel, difficulties in supplying materials, closure of roads), work continues without interruption for the construction of the main rainwater collector network in Bourj Al-Barajneh, in the southern area of Beirut.

The objective is to avoid the flooding and environmental pollution problem of a populated area in the southern suburbs of the capital, where the presence of Syrian refugees is important.

The works are carried out by AICS Beirut in the framework of the "Resilience & Social Cohesion Program" (RSCP), funded through the Trust fund "MADAD" of the European Union.

The intervention foresees socially useful works and to offer an economic support to the most vulnerable population of the host communities and Syrian refugees. An important number of the workers are selected from the area.

On 02.07.2021 the 3rd meeting of the National Steering Committee (NSC) of the MADAD-RSCP programme, co-chaired by AICS and the Lebanese Ministry of Interior and Municipalities (MoIM) was held in virtual mode. Attendees: representatives of the MoIM, the General Director of the Lebanese Ministry of Social Affairs (MoSA) and the representative of the Delegation of the European Union in Lebanon, responsible for local governance and local authorities, in addition to representatives of AICS and the Technical Secretariat of the Programme.

The Steering Committee acknowledged the progresses of the Programme notwithstanding the several penalizing factors (economic and financial crisis, social crisis, coronavirus pandemic and relevant lockdowns, Beirut port blast…). The NSC was illustrated the main components and criteria of the Call for Proposals for international NGO’s that will be launched in the next days and that will allow the starting of initiatives in partnership with Lebanese municipalities in line with the general as well as specific objectives of the Programme. The NSC has confirmed that this Call for Proposals is adequate to achieve the agreed objectives. The meeting was closed after announcing that the next meeting will be summoned in October 2021, hopefully in presence, to illustrate and acknowledge the proposals that will be selected by AICS evaluation committee.

  1. Cash for Work External Monitoring Mechanism: the contracted organization will implement a monitoring mechanism for our CfW - Cash for Work and/or EIIP – Employment Intensive Infrastructure Projects components. Where possible, the ILO Standard Operating Procedures - Cash-for-Work and Employment-Based Projects will be applied. The service will have to provide the following deliverables: a) support the Local Authorities and/or contractors in the selection of CfW/EIIP beneficiaries; b) establish a complaint a feedback mechanism; c) supervise the working conditions and the respect of international labour standards and domestic labour law (and any other relevant law); d) Monitor the payments procedures and support Local Authorities and/or contractors in tracking them; e) Establish a “Post Employment Service” to assist beneficiaries in order to make educational, training and occupational choices and manage their careers.
  2. Capacity Building: this service aims at strengthening central and local institutional capacities, in order to foster responsive and efficient local government interventions. Details on contents of the training(s) will be provided to shortlisted applicants along with the tender dossier.

The Italian Agency for Development Cooperation is seeking project proposals focusing on the rehabilitation and improvement of municipal infrastructure and services in Lebanon. The initiative has been launched in order to contribute to the response to the Syrian Crisis, thus all the proposed projects must have an impact on local communities and Syrian refugees. AICS component of the Programme in Lebanon aims at improving the delivery and quality of municipal services, involving the Lebanese municipalities and Unions of municipalities in the implementation of projects focusing on the rehabilitation of critical public infrastructure.

The protracted Syrian conflict has led to a substantial internal displacement of the population in Syria -where over 13 million people are in need of urgent assistance- as well as to an inflow of 6 million displaced individuals to Syria’s neighbouring countries. These countries cannot cope with the massive refugee crisis in the medium to the long term unless significant support is provided to strengthen the resilience of host communities and Syrian refugees, and to empower the affected population, both socially and economically, by ensuring efficient access to services.

The European Union has been active in responding to this crisis, and in December 2014, the European Trust Fund “the Madad Fund” was launched to provide a coherent and reinforced aid response to the Syrian crisis on a regional scale, responding primarily to the needs of refugees from Syria in neighbouring countries, as well as of the communities hosting the refugees and their administrations, in particular as regards resilience and early recovery.

The French Development Agency (AFD) and the Italian Cooperation (IC) have signed an Agreement with the EU “Madad” Trust Fund to implement the Programme: “Resilience & Social Cohesion Programme (RSCP) - strengthening the resilience of host communities and Syrian refugees in Lebanon, Jordan and Iraq (Kurdistan)”.

National Steering Commitees have been set up in the three target Countries in order to provide guidance and direction at a national and local level; ensure transparency, accountability and efficiency; build a consensus around the Programme’s initiatives and planned results. The first meeting of the National Steering Committees took place the 15thof April in Erbil, the 5thof May in Amman and the 14thof May in Beirut.

Relevant National Authorities’ representatives, stakeholders and International Organisations involved in complementary Programmes have been invited in order to ensure an effective coordination at national level.

The French Development Agency (AFD) and the Italian Cooperation (IC) have signed an Agreement with the EU “Madad” Trust Fund to implement the Programme: “Resilience & Social Cohesion Programme (RSCP) - strengthening the resilience of host communities and Syrian refugees in Lebanon, Jordan and Iraq (Kurdistan)”.

National Steering Commitees have been set up in the three target Countries in order to provide guidance and direction at a national and local level; ensure transparency, accountability and efficiency; build a consensus around the Programme’s initiatives and planned results. The first meeting of the National Steering Committees took place the 15thof April in Erbil, the 5thof May in Amman and the 14thof May in Beirut.

Relevant National Authorities’ representatives, stakeholders and International Organisations involved in complementary Programmes have been invited in order to ensure an effective coordination at national level.

The protracted Syrian conflict has led to a substantial internal displacement of the population in Syria -where over 13 million people are in need of urgent assistance- as well as to an inflow of 6 million displaced individuals to Syria’s neighbouring countries. These countries cannot cope with the massive refugee crisis in the medium to the long term unless significant support is provided to strengthen the resilience of host communities and Syrian refugees, and to empower the affected population, both socially and economically, by ensuring efficient access to services.

The European Union has been active in responding to this crisis, and in December 2014, the European Trust Fund “the Madad Fund” was launched to provide a coherent and reinforced aid response to the Syrian crisis on a regional scale, responding primarily to the needs of refugees from Syria in neighbouring countries, as well as of the communities hosting the refugees and their administrations, in particular as regards resilience and early recovery.
